US Constitution: "consecutive" is understood for time period

"Four score and seven years ago" begins the Gettysburg Address by Illinois Resident Abraham Lincoln. That time period, the number of years since the USA was founded, July 4, 1776, was, and, is, understood to mean 87 consecutive years. Lincoln's Gettysburg Address is considered by many, to be among the finest-ever USA public speeches.
Just as 'consecutive" is understood in Lincoln's Gettysburg Address, it was, earlier, understood in the US Constitution, including for the number of consecutive years that an individual had to be a USA Citizen in order to be eligible to hold various USA Public Offices. According to Article II of the U.S. Constitution, the President must be a natural-born citizen of the United States, be at least 35 years old, and have been a resident of the United States for 14 years. That means a minimum 35 consecutive full calendar years as a USA Citizen immediately prior to taking the Oath of Office. While a person is an actual citizen of a foreign country, such as Indonesia, that same person cannot also be an actual citizen of the USA. My Democrat opponent in 2004, for U.S. Senator for Illinois, with the Indonesian name of Barry Soetero, had been born in Honolulu, Hawaii, but was an actual citizen of Indonesia for several years. COVID-19 Vaccine Storage: Illinois should be the Ultra Low Temperature (ULT) Freezer Manufacturing Capital of the World.
ULT Freezer components include cabinet, compressor, heat exchanger (with rifled tubing for less turbulent flow), blower, electronic controls and networking, seals, insulation, heat-transfer and lubrication fluids, back-up battery. Illinois has expertise in all of these.
A laboratory freezer, the size of a household refrigerator/freezer, can consume as much electricity in a day, as does an entire average house. This means, that a lot of research money is not being spent on observing effects of new molecules on human cells, but, rather, is being eaten up by keeping the cells so cold, that they will not deteriorate.
2009 American Recovery and Reinvestment Act (ARRA) money was used to improve this situation. Stanford University offered to reimburse its researchers 100% for replacing freezers with more energy-efficient ones. The more than $1 million was gone within half-a-year. The world's largest biomedical facility, the U.S. National Institutes of Health (NIH) offered 50% reimbursement. The freezers were quickly replaced.
ULT Freezers are designed for 80 Degrees Fahrenheit Below Zero. A study found, that keeping the temperature at -70, instead, saved much power cost, while preserving the test cells as well as at -80. To help prevent Illinois brown-outs, the government should consider mandating that state-funded research freezers be at -70, unless a research protocol requires -80.
Argonne National Laboratory (ANL) has facilities, such as the Advanced Photon Source (APS) which can be used to characterize materials beyond their current characterizations, to aid in the selection of materials for improved ULT Freezers.
Reference designs and prototypes for ULT Freezers operating at -60F, -80F, -90F could be developed to jump-start their manufacture under the Wartime Production Act, for other COVIDs, other viruses, other pathogens, whose vaccines store better at temperatures other than -70F. One pharmaceutical manufacturer specifies that its COVID-19 vaccine be kept at -94F.

Sandata Electronic Visit Verification (EVV).
There have been efforts to combat fraud in public aid, as long as there has been public aid. And that includes medical public aid. One of these is home health care, where workers are paid by the State to go to the residences of qualifying individuals to provide health services. Providing service in a home is less expensive than providing it in a facility, and the client feels more comfortable at home. This is the IDHS Division of Rehabilitation Services (DRS) Home Services Program (HSP). The workers are called Individual Providers (IPs). The State employee Rehabilitation Case Coordinators (RCCs) provide orientation to the IPs and process their timesheets, for payment by the State of Illinois Comptroller, who uses Legacy (decades-old) computer systems. The IP timesheets are 3-part, original plus 2 carbonless copies, bonded together. They are printed in huge batches, for low cost per timesheet from economy of scale. Or, rather, they used to be.
One anti-fraud effort for IP timesheets is Sandata Electronic Visit Verification (EVV). The IPs telephone a number at the beginning and ends of the shift. The EVV computers accumulate all these work periods to electronically compose the timesheets. We RCCs suggested, that the IPs keep a written timesheet, anyway, to check against EVV. We emphasized, that a written timesheet would always be the backup, in case of EVV problems. IDHS governance contracted Sandata for its EVV largely on the success of EVV in Texas. The Illinois version of EVV would have a voice-based sign-in simpler than that of Texas. Texas' sign-in required giving the case number, while Illinois' did not. Some IPs were apprehensive of switching from the familiar paper to telecommunications. The IPs were required to attend in-person training. Sandata considered EVV to be so technical, that Computer-based Training (CBT) would be ineffective. The trainings filled up quickly, as the IPs continuing employment was based upon their successfully completing the training. IPs still not enrolled after the classes had filled fretted. And new people completed the RCC-led orientations, creating a backlog of EVV trainees. Sandata recorded a live training and put it online, so the untrained could learn conveniently, on their own time, at public libraries, or wherever else they could get an Internet connection.
At the Fall, 2013, DRS Regional Meetings, management expressed unreserved confidence in Sandata Electronic Visit Verification (EVV). That seemed to be based, for the most part, on the success of EVV in Texas. Management said, that written timesheets were a thing of the past. Management had cancelled the standard printing schedule of the timesheets. Stocks were not replenished, after being exhausted.
The State has still not reimbursed my travel expenses to the Region 1 (Chicagoland) Meeting.
DRS management chose, as EVV Go-Live Day, one of the worst days possible. It was a timesheet entry day, in the middle of the week. One of the best kinds of days would have been two days after the end of a timesheet entry period, on a Friday, so the weekend would have been available to fix problems. Right after the office opened, another RCC answered the first telephone call of the day. That RCC, in the course of that telephone conversation, said things that had never before been uttered by an RCC. We other RCCs speculated, that that was due to EVV Go-Live Day. After he hung up, that RCC confirmed our worst suspicions. The IP had had trouble logging in. She telephoned the EVV Support Number. The answerer had told her, to telephone her local DRS Office for support! Sandata was contracted to write the Illinois version of EVV and provide technical support for it. The EVV Call Center answerer had the contractual obligation to help the IP, not tell her to call us! We RCCs had not received low-level training in EVV, and we did not have time to provide technical support, either.
Making three photocopies of an IP Timesheet costs several times as much as mass printing a three-part carbonless IP Timesheet. Making many copies of the IP Timesheet was not calculated into the estimate of the monthly duty cycle of the Xerox Multi-Function Printers (MFPs). The increased use resulted in increased maintenance of the MFPs.
As an aid in totalling timesheets, DRS management provided a software spreadsheet, which was so written, as to maximize the rounding error. I re-wrote it, to minimize the rounding error, and submitted it as a suggestion. Then DRS management begin supplying updates to its spreadsheet, Those updates included my improvements to the spreadsheet. DRS management did not award me a promotion, step increase, Going the Extra Mile (GEM) Award, mention in a newsletter, or any other recognition.
Who am I to criticize systems development? I am the consultant, who discovered, through my forensic audit of the credit card receivables, that Chicago's own Carson, Pirie, Scott and Company (CPS) had been sold to Bergner's of Milwaukee, Wisconsin, for substantially less than Fair Market Value (FMV). The original store was designed by Louis H. Sullivan, whose family moved to Chicago. German immigrant Hauptmann mentored Louis Sullivan, while they rested between sport exertions along the Calumet River. That mentoring was part of their sessions to design Mr. Moody's Church, while that clergyman spent two years in England. In the Calumet River, Louis Sullivan skinny-dipped with the Chicago man, who would found the U.S. Olympic Committee (USOC).
CPS Corporate Headquarters was a ghost town. On the IT floor, A large wheeled dumpster by the freight elevator was overflowing with International Business Machines (IBM) technical reference manuals worth $100,000, apparently headed for some landfill. The dimly lit desks of the laid-off were decorated with Outstanding Employee Certificates. One was for the initials JW. I was assigned to make a minor change in the principal credit card receivables report heading. CPS was a Chicago pioneer in private, store credit cards, beginning in the 1950s.
My family was a loyal customer of Carson's, first at its flagship store. My family attended the Grand Opening of the Hillside Mall, with Carson's as the principal anchor. Some Carson's credit card operations were there.
The program was in IBM Basic Assembler Language (BAL). The money amounts were stored in Packed Decimal format, what the Lords of COBOL call COMPUTATIONAL-3. After I made the program change, I processed a year's worth of production data, as a test. As usual, I carefully, thoroughly, pored over my test report. The pennies added up perfectly. That is a good sign. There was no off by one error. Each of the succeeding money columns also totalled correctly, up through the millions of dollars. There were carries into the tens of millions of dollars. None of them printed. Those were very bad signs. I discovered, that the print fields were only large enough for millions. He freely admitted, that he had worked on that program, without noticing, that the field lengths were inadequate. He said that he would escalate this to his manager. I added, that the output file, which was input to the following and last job step, had money fields only millions of dollars long, just like the result, edit and print fields in that following report program. I offered to expand the fields in the output file and the succeeding program and run a full year's production data, to have a true financial state of the credit card operations. Afew days later, the manager got back to me. Bergner's corporate headquarters, Milwaukee, was not interested in having a correct full year's production run. I was told to leave the output file and second report program as they were.
I, and other Carson's credit card holders, and the customers who paid by cash and check, were disappointed that the outside auditors, whoever they were, had not pointed out these shortcomings. The data involved were owned by Carson's management. They were supposed to have known the business well enough, that they should have recognized the reports as inadequate in the money values, and requested the systems analysts to effect corrections of the reports.
As a Sea Exploring Service Team member, I did volunteer SCUBA salvage diving in the Little Calumet River, recovering Sea Exploring equipment and removing debris that could prove hazardous to navigation or to entering the water by the Windjammer Boatyard docks. Sea Exploring is the coed nautical branch of the Boy Scouts of America. I also volunteer SCUBA dived at Monroe Harbor and the Lincoln Park Boat Club (LPBC) for Great Lakes Beach Sweeps of the Lake Michigan Federation (now, Alliance for the Great Lakes), to which I provided volunteer computer consulting.
One Chicagoland winter, January-February, I was a student in the Florida Keys Community College (FKCC) Underwater Archaeology Course. My dive buddy and roommate was an FBI Special Agent, U.S. Naval Academy fencing team graduate and former U.S. Navy SEAL, who had been the instructor in underwater metal detection in my first course, at Wright State University (WSU). We enjoyed a low-cost spacious hostel suite. Mornings, he drove the rental car to Key West, over the Florida Keys Causeway. Some classes were in Mel Fischer’s Treasure Museum, which was based principally on the $300 Million treasure ship La Nuestra Senora de La Atocha. At the dock, my dry-suit interested many, who had never before seen a dry-suit. We dove several different locations, to gain experience with varying surface conditions, bottom characteristics, currents and thermoclines. Our dives included on ancient ship-timbers. At the Graduation Party, we played with the Remotely Operated Vehicle (ROV), in the pool. I was the best at using the transit and received 'A', as I had at WSU.

The largest hiring event in the history of IDHS, which is the largest State of Illinois agency, was funded with Federal Affordable Care Act (ACA) tax dollars. Practically all the hires began mid-2014.
Lauren Underwood is licensed by the Illinois Department of Financial and Professional Regulation (IDFPR) as a Registered Nurse. In the U.S. Department of Health and Human Services (USHHS) she was in charge of the expansion of Medicaid under ACA. To help the 50 States, the Federal District of Columbia (DC) and USA Territories ramp up their staffing to accommodate the anticipated increased workload from the ACA Medicaid expansion, Lauren Underwood went to the U.S. Treasury and scooped up pots of gold, giving a pot to each of the States and DC. Lauren Underwood failed to put in place, financial controls or oversight apparatus to assure that those federal tax dollars would be spent appropriately.
This was done to add the personnel to handle the expansion of Medicaid under ACA. These employees were assigned to the third floor of the State-leased building at 1112 S. Wabash Avenue, Chicago. The new hires and transferees were penned in like cattle. There were not enough chairs for everyone, in fact, few chairs, for fewer than one-third of us. Many had to stand or lean against a concrete building support column all the workday. They were hopeful, that soon they could begin training and work. That hope proved unjustified. For a full half-year, the new caseworkers signed in and out without having received training, work, State Intranet login credentials, or the physical infrastructure to be useful, for receiving Federal ACA funds paid them by the State of Illinois Comptroller. New State employees had to have their electronic paystubs sent to a non-State e-mail address. Some caseworker trainees just became tired from standing/leaning all day and sat on the floor, for physical relief. One of the caseworker managers, Walter Johnson, threatened to "write up" those who took sitting breaks on the floor and place the write-ups in the personnel files. Some caseworker trainees just could not stand the boredom. They quit government employment for the private sector. Everyone was bored to distraction. Distractions, such as the Chicago Park District Air and Water Show fly-bys close overhead were most welcome, even a fire drill.
IDHS was not ready for the largest hiring cohort in its history. But State of Illinois Deputy Governor for Social Services Cristal Thomas and IDHS Secretary Michelle R.B. Saddler wanted to receive, as soon as possible, the U.S. Health and Human Services (USHHS) grant for the expansion of IDHS staff, to accommodate the increased workload from the expansion of Medicaid, under the Affordable Care Act (ACA). So IDHS intensified its recruiting, even paying overtime to Human Resources personnel to work Saturdays for mass interviews of caseworker trainee candidates. The hired cohort was assigned to IDHS Family and Community Services (FCS), formerly Human Capital Development (HCD), Medical Field Office (MFO) North, at 1112 S. Wabash Avenue, Chicago. There were no dataports to the State of Illinois intranetwork, or even electrical outlets.
The contractors to install the infrastructure came sporadically, with no explanation of why their presence was not sustained. By fits and starts, the electrical outlets and Intranet ports were installed. Then desks arrived. Still not everyone had a chair, so some occasionally sat on a desk. They were threatened with personnel file write-ups. Some old and broken chairs were discovered and distributed. I received a one-armed chair.
After a half-year of paychecks from the taxpayers, infrastructure was finally complete enough for the caseworker recruits to be ready to begin training.
I picked training materials out of wastebaskets and trained myself. By December 31, 2014, I had trained myself sufficiently to be certified as a Human Services Caseworker (HSC). As just compensation for the State of Illinois continuing to list me as a Rehabilitation Case Coordinator (RCC) I Step 8 at ICRE-Wood, while I was a caseworker trainee at Medical Field Operations (MFO) North, I demand that the State of Illinois certify me as Human Services Caseworker (HSC) Step 8, effective January 1, 2015.
My State of Illinois Central Management Services (CMS) Personnel Forms show that I should have been paid at the Rehabilitation Case Coordinator (RCC) I Step 8 Rate, for the entire time, that I worked at ICRE-Wood. I was paid less than that. I demand, that the State of Illinois make up the difference, with interest.
Some caseworker trainees even expressed an inclination to go on Unemployment Compensation (UC).
Anyone who does, could not have a worse experience with State of Illinois Employment Security, than I have had. The State of Illinois owes me Unemployment Compensation, that should have been paid to me beginning Christmas Eve, 1982, when my Chase acquisition target employer furloughed me. My employer furloughed my supervisor two weeks later. Roland Wallace Burris, III, during the four years that he occupied the Constitutional Office of State of Illinois Comptroller did not pay me my Unemployment Compensation, which is required under the Illinois Unemployment Insurance Act (IUIA) and the Federal Unemployment Tax Act (FUTA). When that public job ended for him, Burris took the Oath of Office of Illinois Attorney General. As the Chief Law Enforcement Officer of the State of Illinois, Burris had the Constitutional Duty to compel the State of Illinois to pay me my Unemployment Compensation, but did not. I continue to demand, that Hispanic Democratic Organization (HDO) leader Susanna A. Mendoza pay me my million dollars of Unemployment Compensation.
The U.S. Department of Healthcare and Human Services (USHHS) had funneled the ACA monies into the State of Illinois Treasury. The USHHS Inspector General (IG) declined to investigate the delay in obtaining useful work from the caseworker trainees, because Illinois Deputy Governor Cristal Thomas had been appointed USHHS Director for the Northwest Territory States [by a guy who had abused cocaine, while attending an exclusive, expensive, private high school].
Perhaps, President Trump's USHHS Inspector General (IG) will be concerned enough, to investigate the disposition of the ACA Medicaid Expansion Monies. In any case, the members of the U.S. Congress occupying seats owned by the State of Illinois should make known their feelings about how Illinois' share was utilized. Any Illinois MOC who is not concerned, should resign.
Towards the end of 2014, the men's fourth floor toilet overflowed, leaking down into the third floor men's room. The male employee using the third floor washroom was soaked. He washed up, the best that he could, in the sink. The Local Office Administrator (LOA), Willie States, backed up by his boss, Willie Haywood, denied the caseworker trainee paid administrative leave to go home for the rest of the day, to recover. The caseworker trainee had little leave remaining, so he stayed the rest of the day at work. I learned about this when the victim was standing two feet away from me telling his story to other caseworker trainees. The dot appears within the Code. The ICD10 Code Validator used by MMIS rejected some dotted Codes as Invalid, while accepting the non-dotted version of the same Code, and vice-versa. I telephoned the Medical Directors of LTC Facilities, when the ICD10 Code was missing from the Admit and I could not get a hold of the Diagnosing Physician. Now, practically every Admit contains an ICD10 Code. But ICD10 Codes are not static. International Classification of Disease (ICD) refines the ICD10 Codes, making them longer, to be more specific. So, some Admits contain ICD10 Codes that MMIS rejected as 'Not Specific Enough to Bill.' That necessitates telephoning the Diagnosing Physian or LTC Facility Medical Director to obtain a longer version of the ICD10 Code, that is specific enough to bill.

FDIC breached its Fiduciary Duty to me by changing the Servicer to this Predatory Loan Servicer. FDIC also violated my Mortgage Loan Agreement, which severely restricts Change of Servicer. I mailed my Notarized Candidacy Forms to the City of Chicago and to the Cook County Clerk at the same time, at the same Mailbox. The City of Chicago acknowledges the receipt; Cook County Clerk Maywood Southern Democrat Karen A. Yarbrough denies the receipt. My family has paid taxes to Cook County for the past 150 years. I have paid real property taxes to Cook County for decades. Cook County refuses to return my overpayments. An ancestor of my mother died in 1865, keeping the Southern Culture of Slavery out of Cook County. Karen A. Yarbrough violates the U.S. Voting Rights Act of 1965 by denying me Write-in Candidacy. She denies every other Write-in Candidate, also. That is because Instruction 3 under her Mail Voting Instructions - Make Your Vote Count! (1989 0040 CO MPB09)/Marking Your Ballot states "DO NOT make any other marks on the ballot.". There is no explanation, no reference at all, to Write-in Candidates contained in these Instructions. The Mail Voting Packets lack a List of Write-in Candidates. Yarbrough, like her predecessor, former Chicago Mayor David Orr, provides only one (1) List of Write-in Candidates to each Precinct, in the Election Day AM Envelope. And their Instructions to Election Judges have never required the Judges to display the List of Write-in Candidates to the Voters. When I became an Election Equipment Manager, I made sure to have the List of Write-in Candidates conspicuously displayed to the Voters. Orr and Yarbrough were especially disrespectful to immigrant first-time Voters through their lack of transparency regarding Write-in Candidates.
